Concealing your IP on IRC is easy...
There are several different ways to do this.
1. A VHost (AKA Vanity Hosts): These allow you to hide your IP behind words... the closest someone will be able to trace you is back to the domain your vanity host is run off of... You can get them fairly cheap at places like: dhttp://vhosts.kirenet.com/ (<<they have some great ones) and -http://www.infra-services.com/vhosts.htm
-You're going to have to pay for a Vanity Host in order to use one... Unless of course you have your own domain. Then you can have *any@ip.you.want.that.ends.in.yourdomain-name.com*... All you have to do is set up EZ-Bounce or PsyBNC (which you can find on google) or -http://www.acme-shells.com.
#1 is your best option.
2. Some IRC servers run a program called NEOSTATS...
which allows you to sign up for *any@ip.you.want.at.any.domain.you.want* <<< The service is offered on irc.rizon.net for example if you join #vhost
HOWEVER. The problem with using these Server Based Vhost systems is that they're not really secure... As soon as you DCC Send/Recieve or DCC Chat with someone, they'll have your true IP address, and if you're trying to hack the IRC server, this doesn't help you whatsoever, because the ircops on the network can see your IP regardless.
Not all IRC servers offer this service.
3. Using a proxy.
Using proxies for IRC are good for avoiding bans/g-lines etc... however they are not good for downloading and uploading, because they have to go through another computer before they reach yours... often proxies can be laggy or refuse connections altogether.

To use a proxy:
Open IRC, Open the Options Dialogue (if it doesn't immediately popup on start it's shortcut key is ALT+o)
Click the + Sign beside Connect (on your left hand side)
Click on Firewall
Set Firewall Support to Server (or both)
set the Protocol to Proxy
Fill in the Hostname and Port with information from one of the above websites
If the website does not supply a login and password, it's safe to assume there is none. Leave those two blank. Click okay and connect to the IRC Server.
